The National Rifle Association is currently accepting applications through
March 1st from outstanding high school sophomores and juniors to participate
in the 12th Annual Youth Education Summit July 7th-13th.

Approximately 40 students are chosen to take part in this expense-paid,
seven-day event in Washington D.C. The summit encourages young adults to
become active and knowledgeable U.S. citizens by learning about The
Constitution and Bill of Rights, the federal government, and the importance of
being active in civic affairs.

Activities on this year's schedule include:


Guest speakers at NRA Headquarters and the National Firearms Museum.
Competitive debates with other high school students from across the nation.
Tours at historic sites and monuments in and around Washington, D.C.
A hands-on visit at the Marine Corps Base in Quantico, Virginia.

YES participants also compete for a total of $30,000 in college scholarships.
$10,000 is given at the conclusion of the week, based on their initial
application, on-site debates and speeches, and participation during the
week's activities. The remainder of the $20,000 involves a second application,

REMINGTON TO CLOSE H&R 1871 PLANT . . . Remington Arms Co. has announced a manufacturing
consolidation move that will result in the closure of its Gardner, Mass., plant. Throughout the
remainder of this year the integration of H&R 1871's operations will result in centralized sales and
marketing, streamlined operations, standardized information technology infrastructure and common
financial functionality, while maintaining individual brand identities and products, according to company
sources. An estimated 200 Gardner employees will be impacted by the closure, which is expected to
be completed by the end of 2008. "While it was a difficult decision to close Gardner, we believe that
this consolidation will enhance our ability to more efficiently provide quality products at competitive
prices in an increasingly demanding global marketplace," said Remington CEO Tommy Millner.

CHARLTON HESTON REMEMBERED AS STAUNCH DEFENDER OF 2ND AMENDMENT . . . Playing potent
figures such as Moses and Ben Hur may be how actor Charlton Heston, who passed away on Saturday,
will be remembered by many, but another powerful role he played was president of the NRA and
outspoken supporter of the right to keep and bear arms. "Were it not for your active involvement," the
Associated Press reports then Florida Gov. Jeb Bush telling Heston, "it's safe to say my brother may not
have been president of the United States." Heston, 84, was mourned by many and eulogized by NRA
Executive Vice President Wayne LaPierre.

NICS BACKGROUND CHECKS UP 6.7 PERCENT IN MARCH . . . Data released by the FBI's National Instant
Criminal Background Check System (NICS) shows 1,040,863 background checks were performed on the
sale of firearms in March, a 6.7 percent increase from the 975,806 reported in March 2007. Adjusted
state figures show March background checks up 5.5 percent. Year-to-date figures show a total of
3,004,549 background checks reported by NICS. The increase coincides with an up tick in excise taxes
reported by firearms and ammunition manufacturers, another key economic indicator for the firearms
industry.

TED ROWE NAMED PRESIDENT OF WFSA . . . Thirteen years ago, Ted Rowe was a co-founder of the
World Forum on the Future of Sport Shooting Activities, so it is fitting that last month he was elected,
unanimously, to be president of the international organization at its general meeting in Nuremberg.
Rowe, who is known throughout the firearms industry, particularly for his work with the SAAMI Board of
Directors and NSSF Board of Governors, succeeds Carlo Peroni of Italy who had served as president since
the World Forum's inception. "I am proud to be elected president of an organization that is doing so much
to protect hunting and sport shooting around the world," said Rowe. The WFSA is an association of
associations that is the voice of 100 million sportsmen and women and has led science-based policy
discussions on ammunition and hunting, and is the leading advocate for sportsmen in the United Nations.

WEST VIRGINIA TO BRING HUNTER EDUCATION INTO SCHOOLS . . . West Virginia Gov. Joe Manchin III
signed into law Senate Bill 9, which directs the state Board of Education to develop a hunter education
program for use in the state's public schools. An instructor from the state's Division of Natural Resources
will offer the class over a two-week period as an elective to students in grades six through twelve as part
of the physical education class, general education curriculum or after-school programming.

AD CAMPAIGN OPPOSES CALIFORNIA BILL . . . NSSF, along with the California Association of Firearms
Retailers, has waged an advertising campaign in opposition to proposed California legislation that would
create severe restrictions on all ammunition sales and purchases in the Golden State. Listen to the

PUSH FOR FARM BILL URGED . . . Conservation and hunting advocacy groups are urging the continuation
of a strong Farm Bill policy, and Pheasants Forever and Quail Forever have issued an appeal for
supporters to contact their senators and representatives before the April 18 Farm Bill extension deadline.

IOWA FOOD PANTRIES BACK TO PROVIDING VENISON . . . Food pantries in Iowa have been given
approval to resume serving venison to the needy. Earlier, anti-hunting entities had convinced state
officials that the meat was tainted by lead. Similar scare campaigns in North Dakota and Minnesota
resulted in venison for the homeless being discarded. According to the Iowa Department of Natural
Resources and the Iowa Department of Public Health, a total of 10 samples of ground venison from a
food pantry were tested by the University of Iowa Hygienic Laboratory recently. All 10 samples had less
than one part per million of lead, eight had no detectable amounts and two had only trace amounts.

HUCKABEE ON BOARD FROM THE GET-GO . . . The Washington Times on Friday included a mention of
former Arkansas Gov. Mike Huckabee's plans to keynote the 2008 Shooting Sports Summit now that he is
"no longer seeking the White House." However, NSSF Senior Vice President Chris Dolnack points out,
Huckabee actually agreed to attend at the height of his campaign. "Gov. Huckabee actually signed on to
deliver the keynote address on Dec. 3, when he was leading the polls," Dolnack said. Huckabee, a lifelong
sportsman and strong supporter of America's hunting and shooting traditions, will deliver the summit's
keynote address on June 25.

AHSA, THE BRADY CAMPAIGN AND BARACK OBAMA . . . The American Hunters and Shooters
Association, claiming itself to be a pro-gun sportsmen's group, thinks gun owners are moving in the
direction of Sen. Barack Obama. This is the same Sen. Obama who in a 1996 candidate questionnaire
(Part 1, Part 2), declared his support for a complete ban on the manufacturing, sale and possession of
handguns and "assault weapons" -- and, while campaigning in Pennsylvania recently, said, "I am not in
favor of concealed weapons. I think that creates a potential atmosphere where more innocent people
could [get shot during] altercations." Peter Hamm, communications director for the Brady Campaign, has
said his group "would be happy with either" Obama or Clinton." No wonder Paul Helmke, president of the
Brady Campaign, said of AHSA, "I see our issues as complementary to [AHSA]. They're a positive group."
Meanwhile, Bill Cavala, a California liberal activist with ties to AHSA Executive Director Bob Ricker,
implied that Pennsylvania gun owners are racists. "If the peckerwoods of central Pennsylvania can be
persuaded to vote for a black man by gunner endorsements, then the 11 states of the old Confederacy
itself might be on the table," wrote Cavala in a posting to the California Progressive.

HUNTS OF HOPES AND DREAMS . . . Like the Catch-a-Dream Foundation, another group, Hunts of Hopes
and Dreams, was formed as a result of the 1999 change in policy by the Make-A-Wish Foundation, which
decided to refuse to grant hunts as a wish of terminally ill children. The Ottumwa (Iowa) Courier reports
on Hunts of Hopes and Dreams' efforts to take terminally ill or disabled young people -- and their families
-- into the outdoors. "By us taking them and their parents, it shows them how to get past those
disabilities," the newspaper quotes Derrick Meyer, described as the force behind the non-profit group.

We have determined that some Ruger SR9 pistols manufactured between October 2007 and April 2008 can, under certain
conditions, fire if dropped with their manual safeties in the "off" or "fire" position. The pistols will not fire if the manual safety is in
the "on" or "safe" position.

We will retrofit all Ruger SR9 pistols starting with serial number prefix “330” (330-xxxxx) with these new parts at no charge to our
customers.

In order to ensure correct fitting, the new parts must be installed at our Ruger factory in Prescott, Arizona. We will remove the old
parts and install the new trigger group promptly, at no charge, and will return the pistol to you. The old parts will not be returned.

The Second Amendment protects an individual right to possess a firearm unconnected with
service in a militia, and to use that arm for traditional lawful purposes, such as self-defense within
the home."

By a vote of 5-4, The United States Supreme Court today ruled that the Second Amendment to the
United States Constitution guarantees a fundamental, INDIVIDUAL right to own a firearm.

Voting with the majority were Chief Justice Roberts, Justice Alito, Justice Thomas, Justice
Kennedy, and Justice Scalia, who wrote the opinion. Justices Breyer, Ginsburg, Souter and
Stevens voted to uphold D.C.’s complete gun ban.

Buckeye Firearms Foundation, together with a coalition of private security companies, filed an
amicus brief in support of Mr. Heller.

With this decision, the Court signaled an unequivocal end to the two-decade legal charade
popularly referred to as the "collectivist theory." Your right to possess a firearm in your own home
is an individual right and has nothing to do with your role, or lack of role, in any militia.

Prior to today’s decision, the majority of the federal court circuits had utilized the collectivist
theory, mostly as a means to uphold criminal convictions for violations of federal firearm laws.
Clearly bad facts make bad law, and today’s decision is the reprieve gun owners have been
looking for.

But what does the Heller decision mean? The easiest way to answer this question is to look to the
question that the Supreme Court asked: Whether the following provisions, D.C. Code §§ 7-2502.02
(a)(4), 22-4504(a), and 7-2507.02, violate the Second Amendment rights of individuals who are
not affiliated with any state-regulated militia, but who wish to keep handguns and other firearms
for private use in their homes?

That is the scope of the decision in a nutshell. People living in D.C. have the right to possess
firearms in their own homes, and D.C.’s law, which amounted to a ban, violated that right.
However, even though the decision is limited to this specific holding, the Heller case will clearly
have nationwide impact in the coming years as it is tested and applied against cities in lawsuits
throughout the United States.
